Apart from the tourist visa, aliens who want access to the Tibet Autonomous Region are to be received by the designated Chinese travel agencies, which are considered in counting the special permit for this region.
Individual travelers that travel via air or rail without Sevices organized by these travel agencies to get to Tibet, would have to make arrangements for the reception office location for foreign tourists and even formed into groups to visit the region.
